With a goal to send out a strong political message ahead of the General Elections, the Narendra Modi government is getting set enforce the 10% quota for the economically weak in minority educational universities which were not part of the Bill passed recently in Parliament, sources told ET Now.
“The issue is likely to be taken up by the Cabinet soon and if need be, the government may even pass an ordinance,” a senior official told ET Now.
Earlier this month, the Parliament passed a Bill granting for 10% reservation in government jobs and education for the economically weaker sections (EWS) in the general category. Central Educational Institutions have been directed to implement this quota from the academic year 2019-20. The new law, however, did not cover minority educational institutions manifested by the Constitution of India.
When contacted, this is what thought leader and former CEO of P&G India said on the ET Now newsbreak, “It is a terrible idea..not sure it will stand up in Courts because it is an infringement of human rights.. While everybody should be equal before law, institutions should have the freedom that the Constitution gives them. If the government commenced interfering by imposing the quota, that’s unconstitutional. China’s success lies in relentless pursuit of excellence and the answer lies in good education and health. If you give that to all Indians, you do not need quotas.”
Senior journalist and Times Of India’s Consulting Editor Sagarika Ghose highlighted the administrative and financial constraints in such a move. Ghose told Et Now, “Would the institutions have the infrastructure and funding? Will they be able to meet it on time? The key matter is if institutions are prepared for this new quota system. Will, they will be able to adjust to this quota as against other quotas?”
Tanvir Aeijaz, Associate Professor, Delhi University said, “This may be seen as tinkering with the character of the minority educational institutions. They may consider it as an attack on their constitutional rights. They don’t follow the reservation system even for SC, ST, OBCs, so why just on the basis of EWS?”
