Introduction to the Rural Store Scheme
It is well-known that the economic power of small farmers is not so much that they can keep their produce till they get proper in the market. This need has been felt in the country that scientific facilities of storage should be provided to the farming community in order to prevent loss and damage of yield and also to meet the debt related needs of farmers. This can avoid farmers from selling their produce in such a time constraint when their prices are low in the market. making a network of rural godowns can increase the storage capacity of small farmers. With this, they will be able to sell their produce at that time when they are getting profitable prices in the market and they will be able to save them from selling under any kind of pressure. Keeping this in mind, in 2001-02, a capital investment subsidy scheme named “Rural Reserves Scheme” was commenced for the construction/renovation of rural godowns.
The main aim of this program is to create scientific storage capacity along with subsidiary facilities in rural areas to meet the needs of farmers for the storage of agricultural produce and processed agricultural products; encourage grading, standardization and quality control for improving the market value of agricultural produce; helping futures finance and market credit facilities, to eliminate the compulsion of farmers to sell crops due to crisis and pressure redialy after harvesting; Initiating the National Warehouse System Receipts in the context of agricultural commodities, the strengthening of the agricultural marketing infrastructure in the country is involved. by this, the private and cooperative sector can be helped to reduce costs in the agricultural sector while inducing investment in building storage structures in the country.
Project for the construction of rural godown can be started by individuals, farmers, farmers/producer groups, establishments, NGOs, self-help groups, companies, corporations, cooperative organizations, federations and agricultural produce marketing committees across the country.
Under this scheme, the entrepreneur has the freedom to say that he can build godown at any place according to his commercial decision. But the place of the warehouse should be outside the boundaries of the municipal area. The rural godown, which is being developed in food parks promoted by the Ministry of Food Processing Industries, is also eligible for guidance under this program.
The capacity of the warehouse will be ruled by the entrepreneur. But to get a subsidy under this program, the capacity of the warehouse should not be less than 100 tonnes and more than 30 thousand tonnes. Rural godown up to 50-tonne capacity can also be eligible for subsidy as a special case under this program, which will depend on the viability study. In the mountainous areas, a 25-ton capacity rural godown will also be entitled to the subsidy.

Conditions for scientific storage
Warehouses manufactured under the program should be structurally strong in terms of engineering needs, and functionally suitable for the storage of agricultural produce. Entrepreneurs may have to get a license for the operation of the warehouse, given that such requirement was made by the State Government under the State Warehouse Act or any other relevant law. Must be accredited by the Rural Warehouse Central Warehousing Corporation (CWC) of 1000 ton capacity or more.
